Virginia’s lobbyist listings for 2022 reveal numerous examples of fossil fuel lobbyists who also represent communities working to mitigate the problem of rising sea levels and increased flooding.

Norfolk is experiencing the greatest rate of sea level rise on the east coat, with a projected rise of 1.5 feet by 2050, and is planning to spend $2.6 billion to build new sea walls, gates, and levees. In 2022, the city shared a lobbyist with gas distributor Atmos Energy and gas-plant operator Appalachian Power. The Norfolk Airport Authority shared lobbyists with Dominion Energy, Colonial Pipeline, and Equitrans Midstream. The similarly flood-prone coastal city of Portsmouth shared a lobbyist with Shell Energy and another lobbyist with pipeline operator the Williams Companies.
