Lobbying accountability group F Minus is calling on the Tualatin Hills Park & Recreation District (THPRD) to terminate its relationship with its lobbyist Kylie Grunow of Meriwether Strategies over Grunow’s lobbying on behalf of BP America, which is one of 17 companies named in Multnomah County’s lawsuit against the fossil fuel industry over its deceptive practices. F Minus has been canvassing neighborhoods around the Tualatin Hills park in Beaverton, and will be calling on the THPRD board to adopt a policy of not hiring fossil fuel lobbyists at THPRD’s public board meeting on Aug. 13 in Beaverton.
Since 2020, Grunow and her firm have been paid $286,138 to lobby for BP America and $99,000 to lobby for THPRD. Oregon does not require lobbyists to disclose the bills they lobby on, but Grunow disclosed tracking more than 100 bills for THPRD at its May 2025 public board meeting. Grunow is one of dozens of Oregon lobbyists who simultaneously advocate for fossil fuel clients and clients being harmed by the climate crisis, as F Minus has highlighted in its push to strengthen Oregon’s lobbyist disclosure law.
“It’s time for an ‘extreme conflict’ warning to go with the ‘extreme heat’ warnings that are becoming a fact of life for Oregonians,” said Aidan Bassett, Oregon Director of F Minus. “A champion of conservation like THPRD should not be paying public funds and lending its good name to a lobbyist for an oil and gas company whose emissions are intensifying the climate crisis.”
BP is one of the world’s worst climate polluters, and shortly after the election of Donald Trump, the company abandoned its renewable energy goals and apologized for its “misplaced” faith in a transition to renewable energy. In 2020, BP joined Shell in supporting the Alliance of Western Energy Consumers as it campaigned against putting a price on carbon emissions in Oregon.
